Leaders develop consensus and get everyone pulling in the same direction.
Leaders recognize that long-range planning can help develop a consensus in a program so that everyone is working toward the same goals. A program with a common purpose can be remarkably more productive that one with a number of power centers, each trying to move efforts in a different direction.
This is not to say or even suggest that the ultimate direction is the one formed by a single senior manager. The value of consensus is that it gets everyone to agree to work towards a single objective.
